About Me

In 2020, I moved to Aurora, Colorado, through my military assignment at Buckley Space Force Base. I quickly fell in love with the clear skies, crisp air, and stunning mountain views. After completing my service, I chose to stay in Aurora and bought my first home in Ward 1.

While Aurora offers many advantages—proximity to hiking, diverse cuisine, access to international hubs, and incredible weather—I also saw firsthand the city’s growing challenges: rising crime, unaffordable housing, aging infrastructure, and more. As an urban planner and community development expert, I recognized that many of these issues are not being effectively addressed. Aurora needs leaders who understand how government works—and how to make it work better for everyone.

With over a decade of experience in local and state government, I have the technical knowledge to tackle these problems. My priorities include:

  • Adjusting the city’s budget to improve and expand services for Aurora's residents.
  • Investing in city infrastructure to bring Aurora into a new age of prosperity.
  • Eliminating unnecessary fees, delays, and red tape to make government more responsive and accountable.

If you want promises treated as projects—and results delivered during my time in office—join me. Let’s make Aurora better now.

Candidate-Javier Chavez

    CITY PLANNER

    STATE EMPLOYEE

    CITY PLANNER

With over a decade of experience in urban planning and community development, I’ve led efforts across housing, transportation, zoning code, commercial and economic development to build stronger, more equitable communities—grounded in my education in political science and a master’s in urban and regional planning.

    VETERAN

    STATE EMPLOYEE

    CITY PLANNER

At age 30, I proudly joined the U.S. Army, serving as a Signals Intelligence Analyst at Buckley Space Force Base, where I developed the discipline, resilience, and strategic thinking that continue to guide my public service.

    STATE EMPLOYEE

    STATE EMPLOYEE

    COMMITTEE MEMBER

In my current role with the State of Colorado-Office of the State Architect, I support state agencies plan capital construction and controlled maintenance projects—working at the intersection of legislation, budgeting, and long-term planning to ensure taxpayer dollars support resilient, future-ready development.

    COMMITTEE MEMBER

    COMMITTEE MEMBER

    COMMITTEE MEMBER

I’ve proudly served the City of Aurora through two key commissions—first on the Housing and Community Development Committee, where I supported equitable investments in neighborhoods, and now as Vice Chair of the Board of Adjustments and Appeals, where I help ensure fair consideration of residential development requests that seek relief from zoning and building code regulations.

    LATINO

    COMMITTEE MEMBER

    COMMUNITY MEMBER

As a proud Latino and first-generation college graduate, I understand the importance of representation, opportunity, and having a voice in the decisions that shape our communities. My background drives my commitment to inclusive leadership that reflects the diversity of the people we serve.

    COMMUNITY MEMBER

    COMMITTEE MEMBER

Outside of public service, I’m a proud dog dad, member of the LGBTQ+ community, and an active Aurora resident who believes in showing up—whether that’s advocating for my community, volunteering, or supporting our local businesses.

    THE ISSUES

    Housing and Development

    Transportation and Infrastructure

    Public Safety and Policing:

Housing is a market-driven issue, but that doesn’t mean we are powerless. We can use the zoning code, fees, waivers and infrastructure to respond to both market realities of community development. I support a flexible and strategic approach that encourages mixed-use and infill development when appropriate-while using the same tools to preserve and protect neighborhood character, prevent displacement and promote equitable growth.

    Policies:

    • Pre-approved development plans that speed up the planning process and reduce overall cost.
    • Reduce parking requirements for development in areas near transit.
    •  Standardize development fee waivers
    • Historic Overlays and Neighborhood Design Standards

    Public Safety and Policing:

    Transportation and Infrastructure

    Public Safety and Policing:

Public safety starts with a strong foundation that addresses the root causes of crime. I support programs aimed at tackling gaps in educational attainment, unemployment, drugs, mental health, housing and nutrition.

Secondly, as a veteran I respect the importance of disciplined public service, which is why I support police oversight to evolve our policing methods so that they respond to changes in community needs.

    Policies:

    • Co-Responder Teams-Pairing police officers with licensed behavioral health clinicians.
    • Support civilian oversight boards
    • Encourage neighborhood policing
    • Provide mental health support for police officers

    Transportation and Infrastructure

    Transportation and Infrastructure

    Parks, Environment and Sustianability

My goal is to ensure those roads are regularly maintained and that areas with known traffic incidents are reviewed by traffic engineers to address any hazards. I also aim to diversify our transportation options by investing in walkable streets, bike lanes and public transit options that people want to use and that serve their transportation needs. The aim is not to replace the car, but to expand our transportation options.

    Policies:

    • Support walkability by enhancing pedestrian infrastructure.
    • Enforce public transit fees to support and increase safety and ridership experience.
    • Support transit-oriented development and density around stations.

    Parks, Environment and Sustianability

    Parks, Environment and Sustianability

    Parks, Environment and Sustianability

As a city planner I understand the importance of parks, recreation spaces and the overall environment. I support the expansion of our park system and the city’s tree canopy. I am committed to enhancing neighborhood livability, reducing urban heat, improving air quality and building long term-climate resilience.

    Policies:

    • Launch a tree equity program that targets planting in low-canopy, high-heat neighborhoods.
    • Provide subsidized trees for residents and schools.
    • Support programs that help residents transform their yards to landscaping with low water usage.
    • Establish policies that require water-wise landscaping for new developments.

    Governance and Transparency

    Parks, Environment and Sustianability

    Governance and Transparency

As a resident of Aurora, I am an advocate for increasing government transparency to understand how our tax dollars are being used and to prevent corruption. Additionally, I support a more streamlined form of government by supporting efficiency studies and process improvement audits

    Policies:

    • Modernize public notice requirements to include email, text, and more postings regarding rezonings, meetings and permit applications.
    • Invest in process improvement studies.
    • Conduct efficiency audits.
    • Introducing a real-time budget dashboard aimed at showing how and when taxpayer dollars are spent.

    Economic Development

    Parks, Environment and Sustianability

    Governance and Transparency

Support economic development that benefits everyone in Aurora, not just big developers or chain businesses. I want to focus on revitalizing commercial corridors, supporting small businesses, and ensuring that existing and new businesses can prosper. Pair mixed use housing with diverse commercial uses to increase employment and economic activity.

    Policies:

    • Revitalize Original Aurora Corridor by targeting façade improvement grants, low-interest loans and small businesses rent assistance.
    • Beautify the corridor by investing in infrastructure, landscaping, place making and marketing.
    • Streamline business licensing and permitting process through online applications.

    Emergency Management and Resilience

    Equity, Inclusion and Social Services

    Equity, Inclusion and Social Services

We can’t wait for a crisis to build a plan. We need to ensure that we have established emergency protocols that are relevant to our city such as fires, tornados, flooding and extreme weather conditions.

    Policies:

    • Establish real-time communication infrastructure such as text alerts.
    • Establish an emergency operations plan that includes an understanding of climate risk, evacuation plans and communication protocols.
    • Retrofit our institution buildings to serve as secondary resilience hubs that can be used during extreme conditions.

    Equity, Inclusion and Social Services

    Equity, Inclusion and Social Services

    Equity, Inclusion and Social Services

Support programs that guarantee equal access to city services, safety and opportunities regardless of background, income and language abilities.

    Policies:

    • Support educational programs that support cultural competency, language proficiency, and increase opportunities for residents in marginalized communities.
    • Support job placement services, mental health support and housing navigation aimed at marginalized groups.
    • Ensure code standards are being upheld through investment in a robust code enforcement team to guarantee that living conditions and neighborhood standards are adequately met.

    Youth and Education

    Equity, Inclusion and Social Services

    Youth and Education

Support Aurora’s youth by investing in their safety, growth, and success—inside and outside of school.

    Policies:

    • Support and expand youth jobs and paid interships within Aurora government
    •  Extend hours at rec centers and libraries, especially during evenings, weekends, and school breaks.
    •  Partner with school districts and nonprofits to provide mental health drop-in centers, peer counselors, and city-funded therapists in trusted community spaces.
    •  Improve pedestrian and bike infrastructure near schools.
