In 2020, I moved to Aurora, Colorado, through my military assignment at Buckley Space Force Base. I quickly fell in love with the clear skies, crisp air, and stunning mountain views. After completing my service, I chose to stay in Aurora and bought my first home in Ward 1.
While Aurora offers many advantages—proximity to hiking, diverse cuisine, access to international hubs, and incredible weather—I also saw firsthand the city’s growing challenges: rising crime, unaffordable housing, aging infrastructure, and more. As an urban planner and community development expert, I recognized that many of these issues are not being effectively addressed. Aurora needs leaders who understand how government works—and how to make it work better for everyone.
With over a decade of experience in local and state government, I have the technical knowledge to tackle these problems. My priorities include:

Candidate-Javier Chavez
With over a decade of experience in urban planning and community development, I’ve led efforts across housing, transportation, zoning code, commercial and economic development to build stronger, more equitable communities—grounded in my education in political science and a master’s in urban and regional planning.
At age 30, I proudly joined the U.S. Army, serving as a Signals Intelligence Analyst at Buckley Space Force Base, where I developed the discipline, resilience, and strategic thinking that continue to guide my public service.
In my current role with the State of Colorado-Office of the State Architect, I support state agencies plan capital construction and controlled maintenance projects—working at the intersection of legislation, budgeting, and long-term planning to ensure taxpayer dollars support resilient, future-ready development.
I’ve proudly served the City of Aurora through two key commissions—first on the Housing and Community Development Committee, where I supported equitable investments in neighborhoods, and now as Vice Chair of the Board of Adjustments and Appeals, where I help ensure fair consideration of residential development requests that seek relief from zoning and building code regulations.
As a proud Latino and first-generation college graduate, I understand the importance of representation, opportunity, and having a voice in the decisions that shape our communities. My background drives my commitment to inclusive leadership that reflects the diversity of the people we serve.
Outside of public service, I’m a proud dog dad, member of the LGBTQ+ community, and an active Aurora resident who believes in showing up—whether that’s advocating for my community, volunteering, or supporting our local businesses.
Housing is a market-driven issue, but that doesn’t mean we are powerless. We can use the zoning code, fees, waivers and infrastructure to respond to both market realities of community development. I support a flexible and strategic approach that encourages mixed-use and infill development when appropriate-while using the same tools to preserve and protect neighborhood character, prevent displacement and promote equitable growth.
Policies:
Public safety starts with a strong foundation that addresses the root causes of crime. I support programs aimed at tackling gaps in educational attainment, unemployment, drugs, mental health, housing and nutrition.
Secondly, as a veteran I respect the importance of disciplined public service, which is why I support police oversight to evolve our policing methods so that they respond to changes in community needs.
Policies:
My goal is to ensure those roads are regularly maintained and that areas with known traffic incidents are reviewed by traffic engineers to address any hazards. I also aim to diversify our transportation options by investing in walkable streets, bike lanes and public transit options that people want to use and that serve their transportation needs. The aim is not to replace the car, but to expand our transportation options.
Policies:
As a city planner I understand the importance of parks, recreation spaces and the overall environment. I support the expansion of our park system and the city’s tree canopy. I am committed to enhancing neighborhood livability, reducing urban heat, improving air quality and building long term-climate resilience.
Policies:
As a resident of Aurora, I am an advocate for increasing government transparency to understand how our tax dollars are being used and to prevent corruption. Additionally, I support a more streamlined form of government by supporting efficiency studies and process improvement audits
Policies:
Support economic development that benefits everyone in Aurora, not just big developers or chain businesses. I want to focus on revitalizing commercial corridors, supporting small businesses, and ensuring that existing and new businesses can prosper. Pair mixed use housing with diverse commercial uses to increase employment and economic activity.
Policies:
We can’t wait for a crisis to build a plan. We need to ensure that we have established emergency protocols that are relevant to our city such as fires, tornados, flooding and extreme weather conditions.

Support programs that guarantee equal access to city services, safety and opportunities regardless of background, income and language abilities.

Support Aurora’s youth by investing in their safety, growth, and success—inside and outside of school.
